Labor Market Information |
For this evaluation, LSO contracted with the
Department of Employment (DOE), Research & Planning Section (R&P), for
specific labor market information and analysis about individuals currently or
formerly employed by the State of Wyoming as highway patrol officers, DFS
caseworkers, correctional officers, or technology staff. This research could only be done by R&P,
as it collects employment and compensation information from Wyoming employers
such as wage records for unemployment insurance, required of most employers. R&P works cooperatively with the U.S.
Department of Labor, Bureau of Labor Statistics (BLS). The purpose of this research was not to
identify individuals in any way, but to learn of overall wage and employment
trends for these populations in order to gain understanding of the causes of
turnover.
LSO provided R&P with social security
numbers (SSNs) of individuals currently or formerly employed by the State of
Wyoming in the four occupations. R&
P used the SSNs and employment termination dates provided by LSO, together with
DOE databases, to develop wage, industry of employment, county of employment,
and demographic data. R& P also
provided a narrative analyzing the research results, noting specific limitations
of the data produced.
R&P could not disclose some research
findings because the numbers might reveal an individual employer. This is in keeping with Wyoming Employment
Security Law, W.S. 27-3-101 to W.S. 27-3-705.
DOE interprets this law as necessitating that it not disclose
information when there are fewer than 4 individuals in a particular cell of a
table. This interpretation also
necessitates not allowing non-disclosable data to be deduced from the totals of
disclosable data.
We requested the following information from R&P: 1) through wage records, track the individuals for one and two quarters after ending employment with the state; 2) determine how many among all those terminating were holding another job; 3) determine how many among those terminating in 1998 were holding another job; and 4) determine how many among all employed by the state in these occupations in 1998 held another job. The following series of tables show R&P’s research results.
