AN ACT relating to public health and safety; authorizing the use of marihuana for medical purposes

as specified; excepting medical use of marihuana from prosecution; providing for a confidential

registry of patients; authorizing registration identification cards; reclassifying marihuana as a

schedule II controlled substance; providing criminal penalties as specified; providing definitions;

authorizing the department of health to make rules and set fees; and providing for an effective date.
