AN ACT relating to the administration of government; providing for loans to political subdivisions

 for infrastructure for anticipated development as specified; providing for repayment of loans from

specified revenue sources; providing for increased distribution of sales and use taxes to local

governments for qualifying projects; specifying procedures; making conforming amendments; and

providing for an effective date.
