AN ACT relating to public health and safety; providing for the inspection and safety of public pools

 and spas; providing definitions; authorizing rulemaking authority for the department of agriculture;

 creating licensure authority for the department of agriculture; repealing conflicting provisions and

conforming related provisions; providing for fees and penalties; and providing for an effective date.
