Source of potential revenue decrease:
Waiver of permit fees during drought conditions.
Assumptions:
Of the estimated 9,000 out-of-state loads of hay due to drought in FY 2002, 4,500 were estimated for the $15.00 single trip permits and 4,500 were estimated for the $50.00 extended period permits. Based on the events of FY 2002, this bill would have resulted in an estimated revenue decrease of $292,500.
The fiscal impact of issuing free permits during a drought will be based on future events. Due to the uncertainty of the existence and the timing of such future events, the fiscal impact of this potential revenue decrease is indeterminable.
