Source of revenue increase (decrease):
Redistribution of coal lease bonus revenues from School CapCon Account to the proposed local economy infrastructure program account (LEIPA).
Assumptions:
Coal lease bonus revenue estimates for FY05 and FY06 based on January 2003 CREG projections. Bill proposes distribution of coal lease bonus revenues to LEIPA of $15.0 million per year in FY05-FY14.
Funds in the proposed LEIPA are continuously appropriated to the Wyoming Business Council to be used only for grants and loans authorized under the proposed local economy infrastructure program.
