The fiscal impact, in the form of increased expenditures, is indeterminable.

Assumptions:

¨ Annual leave is currently paid at 100% of accumulated time.

¨ January balance of sick leave liability up to 480 hours is $57,245,000.

¨ Currently, rules only allow 50% payment of sick leave up to 960 hours. This legislation doubles the sick leave payment liability for individuals with less than 480 hours of accumulated sick leave upon separation.

¨ Average salary level of liability is $23.38.

¨ Accumulated sick leave is an unfunded liability to the State.

¨ Separations cannot be accurately forecasted to provide figures for increased fiscal year expenditure increases.
