FISCAL NOTE (HB0172)

 

This bill contains an appropriation of $450,000 from the GENERAL FUND to the Federal Revenue Fund.  In addition, amounts appropriated and unexpended under 2001 Wyoming Session Laws, Chapter 137, Section 7, are reappropriated for the purpose of meeting a five percent state match requirement under the Help America Vote Act of 2002.

Assumptions:

 

Assuming full funding by Congress as outlined in P.L. 107-252: The Help America Vote Act of 2002.

 

To obtain Section 201 federal funds, $15,000,000 under the Help America Vote Act, a 5% state match is required, which will be met under this legislation by the $450,000 appropriation and an additional $300,000 unexpended from an appropriation to the Secretary of State’s Office under Sec.7, Chapter 137, 2001 Session Laws.

 

Interest earnings are not included in this analysis, because it is uncertain how much or when the federal funds will be distributed to the state.  Interest earned on the initial $5,000,000 will be credited to the General Fund, while interest earned on the $15,000,000 will be credited to the Federal Revenue Fund. 

 

At this time it appears as if personnel needs, if any, could be addressed by contract; and administrative expenses and/or contract work can be paid with federal funds.  No funds beyond the 5% state match are requested.
