FISCAL NOTE (HB0084)

 

This legislation transfers several programs from the Department of Family Services to the Department of Workforce Services and transfers the Community Service Block Grant Program from the Department of Health to the Department of Workforce Services.  The programs are transferred as Type 2 transfers, whereby personnel, appropriations, property, equipment, and authority under the programs are transferred to the Department of Workforce Services.

 

The transferring agencies will experience personnel, expenditure, and funding decreases related to the programs transferred, while the Department of Workforce Services will experience corresponding increases in these areas.  The net non-administrative impact to the State is expected to be zero.  The programs to be transferred under this legislation and the FY04 funding to be transferred for these programs are listed below:

 

Food Stamp Program:          $3,641,571

 

Temporary assistance to

Needy Families (TANF):       $7,863,841     

 

Medicaid:                    $1,731,594

 

Child Care Development:      $584,600

 

General Fund:                $9,550,647

 

Community Service
Block Grant Program:         $2,686,790

 

 

In addition, this bill has administrative impact that appears to increase (or decrease) duties or responsibilities of one or more state agencies and may impact agency spending or staffing requirements.  The following state agencies may be affected administratively:
