Source of revenue increase: Increased price for license holders currently qualifying for elk, deer and antelope pioneer licenses.

 

Assumptions:

Pioneer license fee would be set at 60% of license price. Current individuals receiving a pioneer license would pay an additional amount. Current pioneer license price is $2 for deer, $2 for antelope, and $5 for elk. Proposed pioneer license price would be $13 for antelope, $15 for deer, and $21 for elk. FY04 is not affected as resident deer, antelope and elk draws are not complete until July.

Source of revenue decrease: Decreased price for license holders who would now qualify for elk, deer and antelope pioneer licenses.

 

Assumptions:

Based on the number of individuals who paid full price for licenses in calendar year 2002 and were 70 years of age with 50 years of residency (approximately 300), there would be a proportionate increase each year in the number of individuals who would qualify for reduced price licenses. FY04 is not affected as resident deer, antelope and elk draws are not complete until July.
