Sales of conservation stamps.

 

Assumptions:

 

The number of lifetime conservation stamps issued previously had increased over three times in the year following the increase of the annual conservation stamp from $5.00 to $10.00. In the subsequent year, the number declined but was still almost double the previous issuance due to the disparity in price between the annual and lifetime conservation stamp.

 

Prior to the increase in the annual stamp, the Department issued approximately 850 lifetime conservation stamps annually. We assume with the fee increase that issuance would drop back to approximately that level.

 

Over the short term, this bill would be relatively revenue neutral because the increase in price would be offset by a decrease in the number of stamps issued. However, we assume that more annual conservation stamps would be sold.
