"The board shall provide by rule
and regulation for an expedited contract and permitting process of not more
than sixty (60) days for removal of forest products upon an adequate showing of
either a forest resource or forest industry urgency and a finding that there
will be no harm to the income generated from the public lands. For the purposes of this subsection,
"urgency" means conditions of forest product availability causing
substantial interruption of the ability of users of forest resources to make
beneficial use of those resources.".
