AN ACT relating to elections; granting rulemaking authority to the secretary of state to comply with the Help America Vote Act of 2002 (HAVA); authorizing the secretary of state to develop a state plan under HAVA; authorizing the secretary of state to receive and expend federal funds authorized under HAVA; providing appropriations; requiring a report; and providing for an effective date.
