"(v)  Of the five million three hundred thousand dollars ($5,300,000.00) appropriated in this subsection:

(A)  Five hundred forty thousand dollars ($540,000.00) is appropriated from the budget reserve account to be used for Level III construction drawings;

(B)  The balance is appropriated from proceeds of revenue bonds which shall be issued by the state loan and investment board under W.S. 9-4-605.  Bonds shall not be issued for purposes of this paragraph until the attorney general has determined that cash or binding commitments for all matching funds required by subsection have been received and shall not be issued in any event before April 1, 2004.  If 2003 House Bill 134 as enacted into law prohibits bonding by the state loan and investment board under W.S. 9-4-605, the state capital financing commission shall issue bonds as required under this paragraph in accordance with 2003 House Bill 134.".  NICHOLAS, LAW, PARADY
