                (b)  Of the funds deappropriated under subsection (a) of this section, three million dollars ($3,000,000.00) is appropriated to the Wyoming air services enhancement account to implement the purposes of this act.

(c)  The balance of funds deappropriated under subsection (a) of this section shall be transferred by the state auditor to the permanent Wyoming mineral trust fund.".
