Nicholas: grabs 5% of gross lottery proceeds less operating expenses to go to GF, in order, state of WY is first, then lottery payment, bill moved and second, public comment taken, 
Kaufman: legal counsel for the Lottery Commission, in growth pattern, reducing expenses, caution as entity new, modeled after Tennessee and Georgia, “as nearly as practicable”  language in other statutes,

Obermueller: opposition to bill, capturing revenue from local governments not the lottery, statute constricts lottery growth
