Forslund: can be phased, running 2 systems if some on old system and some on new system, twice the operations of systems Sommers: new system not funded? New system reduces personnel? Forslund: continue to operate an old system as long as it works, information access challenged with an old system, efficiency study supports moving into new technology, accuracy; people not correlated to new technology, no projection to eliminate positions with new system Dockstader: system not in eminent failure?
